Gary Church

Gary Church of Aviation Management Associates, Inc. has been intimately involved in the development and deployment of Unmanned Aircraft Systems into the National Airspace Systems since 2005.

This involvement began with NASA’s initial Access 5 Program designed to address High Altitude Long Endurance (HALE) civil air vehicles and systems. This involvement was followed by engagement with Insitu, now a Boeing subsidiary, which development and deployed the Scan Eagle. Participation with Association for Unmanned Vehicle Systems International (AUVSI) has been long term and extensive as a member of the AUVSI Advocacy Committee and subsequently the author of an FAA Petition for Rulemaking for Small Unmanned Aircraft Systems.

In addition Church is a member of ASTM F-38 advancing voluntary manufacturing standards for small UAS as well as participant in the UAS Committee of the Aerospace Industries Association (AIA). These efforts have been supplemented by participation and membership in the Airborne Law Enforcement Association (ALEA) that works closely with the FAA and DOJ to deploy and use small UAS under the “Common Strategy” in local metropolitan police departments throughout the United States.

Aviation Management Associates, Inc. prepared two of the successful proposals for the six FAA Awarded UAS Test Sites in December of 2013. Aviation Management Associates, Inc. also just completed proposal management in pursuit of an FAA UAS Centre of Excellence for an academic team including; University of Maryland, University of California Berkeley, Stanford University, Massachusetts Institute of Technology, Ohio State University, Pennsylvania State University and the University of Texas at Austin.

Church has participated in a number of UAS conferences, forums and symposium as organiser, speaker and panellist. These efforts include organising and garnering participants in an ATCA UAS Industry Day, participating as a panelist at an Aviation Week and Space Technology Symposium on the topic of emerging UAS development and requirements, and speaking at a NASA sponsored NAS Integrated Communication, Navigation and Surveillance Conference on UAS.

Church’s most significant involvement and support for UAS is for the Department of Defense where Aviation Management Associates, Inc. has been deeply involved in identifying civil needs and requirements as they apply to DOD UAS operations, from vehicles to airspace to FAA infrastructure. DOD provided full access to UAS facilities and UAS vehicles at Beale AFB (Global Hawk), Edwards AFB (Global Hawk), Creech AFB (Predator and Reaper) and Fort Huachuca (Shadow, Hunter, Gray Eagle and CBP Predator B). This work as resulted in two reports published through the Volpe Transportation Center. The first was a 125-page document that focused on future UAS forecasts from 2015 to 2035. The second document was a 155-page gap analysis detailing operational impacts of both military and civil UAS that demand FAA NAS infrastructure changes to support near-term UAS integration as required by Congress.

Aviation Management continues to proactively support DOD requirements for full NAS integration of a growing military fleet of UAS. Aviation Management has been proactive and RTCA Standards Committee SC203 and now SC228 in developing future Minimum Operational Performance Standards (MOPS) for civil as well as military UAS integration into the NAS.

These broad and long term involvements have allowed Mr, Church and Aviation Management to develop close personal and business relationships with virtually every aspect of the UAS military and civil activities, including close ties with FAA personnel working UAS issues within the Department of Defense, FAA Air Traffic Organization, UAS Program Office as well as FAA Flight Standards and Certification Organizations. These relationships and involvement in technical agendas has afforded Aviation Management many unique opportunities to develop and share systemic UAS wants, needs, desires and requirements which offers a significant business opportunities to meet emerging demands for UAS services.
